I'm sure it can: mplayer video.avi -vf tfields -fps 50
where video.avi is 25 Hz (frame rate) interlaced video.

But to get the best quality the monitor should definitely
be running at 50 Hz too and mplayer should synchronize to it...
this used to be so easy on even DOS (not to even mention
real computers like Amiga etc..)
