Check tvtime (http://tvtime.sf.net). It can display video-signal
(interlaced) at full 50/60 fps rate.

It is based on dscaler (http://dscaler.sf.net), which is a windows program.

Interlaced video is *much* smoother for sports and anything that has a lot
of motion.. It's a shame that mplayer can't display interlaced video at full
fps :(
