OK, there is a directory at

  http://www.eecs.harvard.edu/~nr/mplayer

which has an explanatory README file and also a copy of the extracted
audio, which plays correctly.

(To recapitulate, this is a clip from a noisy MPEG-2 transport stream
from an HD-ATSC broadcast; the stream causes mplayer first to lose
audio and eventually to give up and exit.)
