For me it _never_ was.
Decompressing images (for me) means converting a somehow compressed
image (i.e. jpeg) in some uncompressed presentation (i.e. xpm)

It is not the _normal_ case that you decompress just for display.
These two things dont necessarily belong together, as well as audio
playback does not belong together w/ a GUI (this way xmms is pure bloat)

Of course there may be (or is) display hardware which is capable of 
decompressing images in some presentations (i.e jpeg or gif) before
painting them on the screen. Well, thats nice and should of course be 
supported by good imaging applications, but still its optional.

Its the same when talking about movies. Its nice to have a mpeg-capable
hardware supported in a movie player, but a movie decoding does not
necessarily belong together with displaying this movie, as well as GUI
does not belong together with this.
