I'm not sure. Take a look at divx4_vbr.c:

IMO someone should at least clean this up and replace the remaining
OpenDivX code in there, or else rewrite it entirely (might be a good
idea since it doesn't seem to match bitrate very precisely). It might
be good to rename it too at the same time, since it really has nothing
specific to divx in it afaik...
