This is almost always caused by overclocking, but if it only happens
with tv capture (and not encoding from a file) it might be
hardware/driver problems with v4l. In any case it's not an mencoder
issue. But I can recommend one thing: try encoding from a file instead
of from v4l2, and if it still happens, you KNOW for certain you have
fauly hardware (overclocked cpu, bad ram, etc..)
