I do this regularly. I rip the mpg files from the images with
vcdxrip -b svcd1.bin --nofiles --nosegments
(part of vcdimager, http://www.vcdimager.org/index.phtml) and join the
resulting mpg files with
mpgtx -j -o all.mpg 1.mpg 2.mpg 3.mpg
(http://mpgtx.sourceforge.net/) and then encode the resulting file all.mpg
with mencoder.
