You'd have to interpolate between the scanlines to avoid obvious blockiness.
At which point you'd have pretty much reproduced what your television does, so
your brain's own de-interlacer should kick in and give a good viewing
experience.
What's attractive to me is that the interpolation could be done by video
hardware, and although the framerate is doubled, the data per frame is halved,
so CPU requirements would only increase marginally. I think this would make a
good default for DVD playback.
