The link you sent is a redirect that eventually ends up at:

(to save space, I will refer to the above as "mms://video.wmv")

I have no trouble either playing or encoding the mms stream. This 
command works for me:
mencoder mms://video.wmv -lavcopts vcodec=mpeg4

On the other hand, if all you want to do is get the video onto your hard 
drive, just use mplayer -dumpstream mms://video.wmv
