My guess you just get the CVS tree

cd DOCS
mkdir Portuguese-BR
cp *.html *.1 DVB DXR3 Portuguese-BR

and go ahead and edit the files in the new directory.

That's just my guess, though..... Anyway, I don't think anyone would reject your translation once you submit it.
