[MPlayer-DOCS] RFC: mencoder with interlacing/telecine howto (draft 1)

I just wrote a document describing how to deal with the different kinds
of interlacing and telecine, intended as a contribution to DOCS/tech (or
wherever). Anyone who wants to (especially Rich), please review it and
make corrections/suggestions/contributions. Take a look at the missing
stuff list at the beginning. The only glaring omission I know of is lack
of describing filmdint, which I didn't have the energy to try out before
I sarted typing. I may do that shortly, unless someone else wants to fit
it in.
