[MPlayer-dev-eng] Base64 Endcoding for HTTP Basic Auth

This patch will fix the basic authentication to properly pad the last 24
bits of the encoded text.  Some webservers (such as Jetty) are not as
forgiving as Apache about badly-formed base64 encoded text.  Applied against
CVS as of today (17/12/2005).
