This is ugly.  If the option is vo specific it should be implemented
as such.  We have enough global options that work only with specific
vo drivers.

You should implement it as a suboption of vo_mpegpes IMNSHO, so that
the syntax is something like

-vo mpegpes:card=1

Please consider changing your implementation in the way I suggest.
