[MPlayer-dev-eng] libmpeg2-0.4.0 update

Hello,

here is another attempt to upgrade the included libmpeg2 to the latest 
version (0.4.0b). This one should contain all mplayer specific patches, 
except the qscale exporting for postprocess, which doesn't appear to be 
used anyway.
