[MPlayer-dev-eng] tool to test cropping

I was recently reading a thread with the same subject on mplayer-user
and thought that what Robert R. Wal and Arpi said was a good idea.  So
here it is, a plugin that will draw the cropping rectangle.

So I request permission to add file libmpcodecs/vf_rectangle.c.  See
the attached patch and file.
