nope, you're wrong
vcd uses average bitrate, afair it's 224kbyte buffer so you should use
-vratetol 224 for vcd

-vratetol with low values will rpoduce unwatchable quality, as it will give
exactltly the same amount of bits for still images and high action images,
and teh same for I,P,B frames... nonsense, believe me.
if you need really constant (nonsense), then use -vratetol 0
i can't imagine when 0<x<1 is needed
