[MPlayer-dev-eng] runtime cpu detection

Hi,

someone with old machines(486, p1, p1mmx, k6, celeron1)
please test it.

to enable, after ./configure remove -mcpu from OPTFLAGS in config.mak,
and add #define RUNTIME_CPUDETECT to config.h, then compile.
(compile it on power machine, like p3 :))

if it causes sigill (signal 4), report it with full gdb log.
