It's the Question that drives us, Arpi :

Yes. Maybe optional, flashing warning text, and 3 secs delay. :)
The same should happen when codecs.conf is older than built-in.

And who are we to teach users? :/
As I see, the external codecs config file is a help for developers, and
pain in the ass for users :(
