[MPlayer-dev-eng] [PATCH] improvements in debian/*

This patch improves the Debian build process quite a bit, making it
more dynamic and complaint with the rest of the Debian system.  I have
built packages with this for i386 and powerpc Debian systems and they
build and install and work fine.

Detailed changelog is in the debian/changelog at the top of the patch.

A notable 'todo' is to gut-rewrite the postinst script.  It's not
really standard to have the postinst be a Perl script, the script is
overcomplex and uses rather old/obsolete DebConf invokation.
Moreover, debhelper works by adding on stuff to the postinst etc,
which doesn't work if the file's not run by the shell.

I might attack this when I'm bored but if any other Debian developers
here wanna tackle it, I sure wouldn't mind.
